The pace bowler has secured 309 wickets in 71 five-day games with an average of 22.10.
The Australian chair of selectors Bailey has declared that captain Pat Cummins will be a central figure in the upcoming England-Australia contest.
Rumors had circulated that Cummins might be unavailable due to a ongoing back issue that had not yet healed.
Initial reports from the Australian camp suggested no final decision had been made regarding Cummins' participation, with the five-Test series scheduled to begin on the 21st of November in Western Australia.
Bailey expressed that his recovery is on track and remained hopeful about the prospects of being involved.
"We're aware that the window is narrowing and various factors involved, aside from the back issue, but further aspects," Bailey remarked.
"We're encouraged. There's strong faith that he will feature a major part. With luck starting in Perth. If not, then we'll pick it up."
Previous Setbacks
The captain missed the ODI and T20 games against both Asian and Trans-Tasman rivals last month after medical tests showed a lumbar bone stress.
He has a history of back injuries, with setbacks in several earlier campaigns causing him to miss several home seasons in four years.
Cummins stated he would be bold in recovery efforts in his rehabilitation process to ensure his availability for the contest.
Bailey noted that it was unclear if he had started his bowling workouts as part of his rehabilitation but admitted it was "pressing" for him to regain fitness for the initial match.
Alternative Arrangements
Should Cummins not be fit, former captain Steve Smith will take over the captaincy.
Versatile player Green was recently pulled out from Australia's squad for their limited-overs matches against the subcontinent side as a safety move because of discomfort in his torso.
Bailey described it as a "small issue and mentioned that he's scheduled to appear in the state-level matches, so will be "well-prepared to be ready to bowl."
"Considerable effort has gone into developing the strategy for him to take part for the initial game as an batting and bowling option," Bailey explained.
"Originally, he'd only feature in the first two ODIs anyway. His aggressive style the bat in limited-overs, even if it just sets him back for a short period, we opted to approach this more conservatively."
